      有關(guān)省、自治區(qū)、直轄市教育廳(教委),新疆生產(chǎn)建設(shè)兵團(tuán)教育局,有關(guān)高等學(xué)校:

      根據(jù)教育部“對(duì)口支援西部地區(qū)高等學(xué)校工作會(huì)議”精神和《教育部關(guān)于進(jìn)一步推進(jìn)對(duì)口支援西部地區(qū)高等學(xué)校工作的意見》(教高〔2010〕1號(hào))的要求,現(xiàn)就對(duì)口支援高校聯(lián)合培養(yǎng)本科生等事宜通知如下:

      一、對(duì)口支援高校聯(lián)合培養(yǎng)本科生是指根據(jù)受援高校的需要,經(jīng)支援與受援高校商定,選擇受援高校的部分本科專業(yè)招收適量學(xué)生進(jìn)行聯(lián)合培養(yǎng)。所涉及的學(xué)校為教育部批準(zhǔn)的各種對(duì)口支援西部地區(qū)高等學(xué)校項(xiàng)目中的學(xué)校。

      二、以服務(wù)和促進(jìn)西部地區(qū)經(jīng)濟(jì)社會(huì)發(fā)展為指導(dǎo),在充分研究的基礎(chǔ)上,對(duì)口支援高校雙方共同制訂聯(lián)合培養(yǎng)本科生的規(guī)劃和計(jì)劃。

      三、聯(lián)合培養(yǎng)的本科生由受援高校負(fù)責(zé)招生和學(xué)籍學(xué)歷電子注冊(cè)(注明與**大學(xué)聯(lián)合培養(yǎng));培養(yǎng)方案由支援與受援高校雙方聯(lián)合制定和實(shí)施;畢業(yè)證書和學(xué)位證書由受援高校頒發(fā),注明兩校聯(lián)合培養(yǎng),支援高校附加印章予以認(rèn)可。

      四、受援高校要加強(qiáng)在相關(guān)地區(qū)的招生宣傳,在招生章程中要說明相關(guān)專業(yè)與支援高校聯(lián)合培養(yǎng)事宜。支援高校要配合受援高校對(duì)聯(lián)合培養(yǎng)的學(xué)生進(jìn)行相應(yīng)的學(xué)籍管理。

      五、聯(lián)合培養(yǎng)的專業(yè)、人數(shù)以及聯(lián)合培養(yǎng)的模式可由支援與受援高校雙方共同商定,招生指標(biāo)在國家下達(dá)受援高校的招生計(jì)劃規(guī)模中統(tǒng)籌安排。受援高校的主管部門要在所屬普通高校年度招生計(jì)劃安排工作中,統(tǒng)籌安排好與支援高校開展聯(lián)合培養(yǎng)工作的招生計(jì)劃。

      支援與受援高校要認(rèn)真做好聯(lián)合培養(yǎng)本科生工作,及時(shí)總結(jié)經(jīng)驗(yàn),及時(shí)解決遇到的問題。以往所印發(fā)的相關(guān)文件如與本文件不一致,以本文件為準(zhǔn)。同時(shí),各支援受援高校要以本文件精神為指導(dǎo),積極探索聯(lián)合培養(yǎng)碩、博研究生,在其過程中不提高受援高校高層次人才培養(yǎng)能力,促進(jìn)受援高校的相關(guān)學(xué)科專業(yè)不斷成長。
